500 _aUnder international human rights treaties States are responsible to ensure respect for, and full enjoyment of, human rights to all citizens of respective States. Bangladesh has ratified the International Covenant on Civil and Political Rights (ICCPR) in 2000 and also all major international human rights treaties. However, it has never taken initiatives to submit reports to the concerned UN treaty bodies of ICCPR, ICESCR and CAT although all States Parties are under an obligation to submit their country reports within one year of its entry into force. Nevertheless, due to lack of political willingness and commitment, democratic norms,institutions and civil liberties have not been institutionalized in Bangladesh. People cannot exercise their democratic rights,civil liberties freely without restriction which are guaranteed by the Constitution. Still there are significant debates regarding the effectiveness of functions of executive, legislative and judicial authority, lack of political and administrative accountability and transparency. All these issues are the reasons for severe abuse and violation of human rights,the rule of rule of law and lack of equal access to justice.
